Draft practice guide has been developed to provide advisory legal aid to the population

Today, on June 21, a meeting of the interagency working group was held in the Supara Ethno-Complex. The agenda of the meeting was development of the draft practice guide to provide advisory legal aid by the entities of the free legal aid system, the draft reporting of the state-guaranteed legal aid entities and other documents.

In accordance with the Law of the Kyrgyz Republic “On Free Legal Aid” (FLA), the state agencies, local authorities, non-governmental organizations and other entities being an integral part of the FLA system shall render advisory legal aid.

In the course of the work, a draft practice guide was developed taking into account the specific sphere of activity conducted by each state agency. An action plan has also been developed to implement interaction of the FLA system participants. The members of the working group gave specific proposals on the draft reporting form for providing advisory legal aid by the FLA subjects.

According to Zhyldyz Ryskulova, Deputy Director of the of  Free Legal Aid Coordination Center  (FLA center), the regulatory requirements of the Government Resolution on interaction of the FLA entities shall be practically implemented to provide quality advisory legal aid to the population by all FLA subjects.

Moreover, the participants of the working group made recommendations on introduction of amendments into the Law “On Free Legal Aid” regarding legal aid automation to provide more effective and efficient interaction of the FLA participants.

The interagency working group includes the representatives of the FLA Center, the Ministry of Justice, the Ministry of Internal Affairs, the Ministry of Social Development, the Supreme Court, the State Penitentiary Service, the State Registration Service, the Bishkek City Mayor’s Office and others.

The meeting was held by the Free Legal Aid Center under the Ministry of Justice of the Kyrgyz Republic (MoJ FLA Center) with the support of the UNDP and the Ministry for Foreign Affairs of Finland project “Towards Sustainable Access to Justice for Legal Empowerment in the Kyrgyz Republic”.
